Therefore, your CV needs to show a pattern in academic, professional, and personal life, which indicated the logical next step in your life is for you to complete your proposed project. Think of it as though the only thing holding you back from completing your life's mission is the financial backing of this scholarship.
Note what is mentioned and what is left off the resume.
Each item and bullet point convenes strengths that would make the applicant sucessful abroad: leadership experience, domonstrated history and interest in target country (Mexico), ability adapting to new environments (military), etc...
Also notice that little is mentioned about the applicant's time in the US Navy. Since this position does not relate to the applicants future, only the security clearance level is listed. This creates intrigue and implies a trustworthy person. Leaving things off a CV and/or tailor each position to what you want to do is essential to creating the image of an ideal candidate.
